About us

Key Impact is an independent consulting firm specializing in public and nonprofit sector development. Founded by Dr. Yuval Ofek, a network evaluation expert, and Ms. Krisztina Varga, a specialist in capacity development and data analytics, Key Impact brings together rigorous interdisciplinary theory with lessons drawn from real-world practice.

Our services include the design and implementation of MEAL systems, MEAL capacity building activities, as well as the delivery of social development research. Through methodologically robust and context-sensitive evaluation approaches, Key Impact enables partners to distinguish between intended and actual results, identify system weaknesses and shortcomings, and strengthen effective and efficient interventions.

We have evaluated more than 70 projects and programs across over 20 countries. Our evaluation portfolio spans thematic areas including social inclusion, human development, peacebuilding, and humanitarian action.

Across our assignments, we have designed and implemented evaluations using a wide range of  approaches, including theory-based and actor-oriented evaluation, case study design, longitudinal evaluation, developmental evaluation, Outcome Harvesting, grounded theory, partnership and network evaluation, as well as experimental and quasi-experimental designs.

For data collection, we apply both established and state-of-the-art methodologies. Our qualitative methods include literature and desk reviews, content and text analysis, key informant interviews, focus group discussions, participatory learning, verification and sensemaking sessions, Most Significant Change story collection, and stakeholder mapping. Our quantitative methods include surveys and opinion polls, time-series analysis, and cost-benefit and cost-effectiveness analysis.

 

We regularly collaborate with local practitioners and leading academics who contribute specialized contextual, sectoral and thematic expertise.

Dr. Yuval Ofek

Co-Founder, Senior Evaluator

Dr. Ofek is an evaluation consultant with experience in developing monitoring and evaluation systems for grand-scale, multi-annual programmes and complex networks in the public and non-profit sectors. Dr. Ofek is Adjunct Professor at the Center for Public Management and Policy at the University of Haifa and at the School of Social Work and Social Welfare at the Hebrew University of Jerusalem, where he teaches Master’s courses on programme evaluation, performance management and organizational theories. Dr. Ofek obtained his PhD in network and program evaluation at the Public Governance Institute at KU Leuven (Belgium). His research projects on meta-evaluation, methodology, learning organizations and network evaluation have been published in leading academic journals.

Krisztina Varga

Co-Founder, Senior Evaluator

Krisztina Varga is a quantitative researcher and data analyst in the social and international development fields. Ms. Varga has gathered her experience from across Europe, Southern-Africa, Israel and Palestine, through working for foundations, bi- and multi-lateral donor organisations (the European Commission and the German Development Cooperation Agency (GIZ), as well as civil society organisations. She has researched issues of social inclusion, poverty reduction, employment promotion, social entrepreneurship, good governance, health and hygiene, gender, access to justice and more. In addition to her practical work, Ms. Varga taught at the Hebrew University's Glocal Community Development Master's programme.
