This post reflects on the evaluation of IsraAID’s Ukraine Emergency Response, implemented under rapidly evolving and volatile conditions. Combining a Theory of Change with a developmental evaluation approach, the evaluation adapted indicators of success as needs, access, and priorities shifted during the war. Findings highlight the program’s relevance, its contribution to strengthening professional capacities, services, partnerships, and community resilience.
